This is true - many do sound tinny.
I'm not an expert on bitrates at all but I suspect the answer lies in bandwidth and economics?
The vast majority of recordings sound fine for background listening through pc speakers.
However firm favourites where I - and I am sure others - want to enjoy them more often, and regularly, for instance in headphones, the tinniness does become noticeable.
Once more, I feel that to have buyable high quality downloads as an alternative in many/most cases is the way to go, rather than have buyable downloads only for a select few concerts.
I suspect there are 'political' / record company (or artist) reasons for the latter happening so far, but I would hope an arrangement that I'm sure would suit many listeners and fans of these recordings can be worked out.
